Afzal Khushal Khan is an Advocate enrolled at the Islamabad Bar Council and an Associate at the
Islamabad office. Afzal completed his LLB from University of London, Islamabad in 2017 and his LLM
from University of Glasgow with an overall 2:1 (Merit), with a first class in International Finance Law. He
was an executive member of Glasgow Law Society, and further worked as a research assistant at Queen
Mary University, UK.
He has worked at Orr Dignam & Co, Islamabad and has experience working in house at the Interstate
Gas Systems (ISGS) where he worked on the IP, TAPI and UGS Projects, and represented the
Government of Pakistan as both legal counsel and Russian language interpreter for the PSGP gas
pipeline project.
Afzal is also involved in academia and has expertise in the international and non-international armed
conflicts with emphasis on the Kashmir dispute, he produced several webinars and a documentary,
worked with firms in London for the execution of arrest warrants against International war criminals,
worked on an R2P petition with Justice Ali Nawaz Chowhan the former Chief Justice of Gambia, served
as a bro bono legal counsel to Chairman Kashmir Committee Mr. Shehryar Khan Afridi, and has
publications at the Institute of Policy Studies (IPS) and the Legal Forum for the Oppressed Voice of
Kashmir (LFOVK) where he worked as a Senior Research Associate.
Advising, drafting agreements, negotiating and representing the Government of Pakistan in G2G
negotiations with the Ministry of Energy of the Russian Federation with respect to the implementation and execution of 1,100-km gas pipeline from Port Qasim in Karachi to Lahore at an estimated cost of USD 2.5-3 billion, namely, North-South Gas Pipeline Project (NSGP), renamed as “Pakistan Stream Gas Pipeline Project” (PSGPP);
Advising, drafting agreements and representing the Government of Pakistan in G2G negotiations
with respect to Iran-Pakistan (IP), Turkmenistan-Afghanistan-Pakistan-India (TAPI) Gas Pipeline
Projects and Underground Gas Storage Project;
Advising a public company in relation to a merger with a public listed company;
Advising the project company on the setting up, construction, financing and operation of a
50MW solar power project in Sindh, Pakistan;
Advising the project company on the setting up, construction, financing and operation of a
50MW solar power project in Sindh, Pakistan;
Advising the project company on the setting up, construction, financing and operation of a
50MW solar power project in Sindh, Pakistan;
Advising the government in relation to the request for proposal and concession agreement for
the construction of a 306 Km long, 6 lane motorway under PPP basis;
Advising the syndicate of financiers in relation to financing for construction of a 38.75km long
six-lane expressway on PPP basis in Sindh, Pakistan; and
Acting as project company’s counsel in relation to the setting up, financing, construction and
operations and maintenance of 100 MW solar power project in Rakh Chaubara, District Layyah,
Punjab, Pakistan
